Henrico and Chesterfield carry most of the volume — Henrico wrapping the city on three sides, Chesterfield suburban across 437 square miles with no downtown of its own. Hanover keeps its growth in the south around Mechanicsville and Atlee; Goochland holds 85% of its land rural by adopted plan. Further out it turns genuinely agricultural — Amelia, Charles City, Dinwiddie, Powhatan — while Prince George runs on the Army post and the industrial park along the interstates. Petersburg stands apart to the south, where I-95 and I-85 meet.
